Expanding a Proven Model
The sandbox model has been used before, especially in fintech, where it allowed startups to test new tools under regulatory supervision. What sets the AI Growth Lab apart is its scope.
The plan is to create multiple sandboxes across the economy, starting with four sectors: healthcare, professional services, transport, and advanced manufacturing. In each, AI tools will be tested under oversight, helping regulators and developers understand real-world performance, risks, and benefits.
The government has already outlined sample use cases. These include reducing NHS waitlists with AI-powered logistics, streamlining housing development approvals, and piloting legal or financial AI tools that currently face ambiguous regulatory treatment.
Additionally, the Medicines and Healthcare products Regulatory Agency will receive £1 million to explore how AI can support drug discovery and licensing processes. This move shows the government is also interested in using AI to improve regulatory operations themselves.
Clear Limits, Active Oversight
Officials emphasized that the Growth Lab is not a vehicle for deregulation. Fundamental protections will remain in place. Rules related to consumer safety, workers’ rights, privacy, and intellectual property will not be waived.
The flexibility applies only to procedural or legacy requirements that may be poorly suited to emerging AI systems. Each sandbox will be time-limited, clearly licensed, and subject to continuous monitoring. The government reserves the right to suspend trials that present unacceptable risks.
This structured environment is meant to help regulators stay engaged with technology as it evolves, rather than responding only after deployment.
